About Us

Divisional Training Centre, HIPA Rohtak, a unit of Haryana Institute of Public Administration, Gurugram is an Apex Training Institute of the State. It was established in December, 2008 with the objectives of providing Training to Haryana Government Employees of Rohtak Division on Service and Financial Matters and to improve efficiency and effectiveness in administration so that the employees are able to solve the grievances of the public efficiently. Following Districts are covered under Rohtak Division:

  • Rohtak
  • Jhajjar
  • Sonipat
  • Panipat
  • Karnal

Divisional Training Centre, HIPA Rohtak is located on the first Floor of the Rohtak Central Cooperative Bank opposite Bajarang Bhawan, Delhi Road Rohtak. The Training Institute is situated in a rented accommodation at a distance of 3 Kms from the Bus Stand. The institute is equipped with infrastructural facilities consisting of One Class Room, One Computer Lab, Dining Hall and office for the Principal and the Staff. A Plot measuring 1.05 Acres has been allotted in Sector 3 Rohtak for the construction of Divisional Training Centre, HIPA, Rohtak. PWD B&R Rohtak has been requested for the construction of building of Divisional Training Centre, HIPA, Rohtak.

OBJECTIVE

The core objective of Divisional Training Centre HIPA Rohtak is to improve the administrative ability and competence of the officials of Rohtak Division with a view to enhance overall administrative efficacy of the State and its responsiveness to the needs of the public. The other objectives are detailed below:

  • To inculcate a sense of purpose, greater dedication, and appropriate skills among the officials of Rohtak Division by providing Training.
  • To develop managerial skills, organizational capability, leadership and decision-making ability for development planning and efficiency in the implementation of Policies and Programmes.

Activity

Key Services:

The key services being provided by Divisional Training Centre, HIPA Rohtak to its clients are detailed below:

  • In-service refresher courses for officials of Rohtak, Jhajjar, Sonipat, Panipat and Karnal Districts.
  • Training Courses for Ministerial Staff to improve the efficiency of officials right at the cutting edge level .
  • Training programmes sponsored by DOPT, Government of India and on the subjects sponsored by the Departments of Haryana Government.

Organizational Structure: Divisional Training Centre, HIPA Rohtak is headed by the Principal under the overall control of a Senior IAS officer appointed as the Director General of HIPA, Gurugram .

Key Services:

The main subjects of courses to be covered:

  • Office Procedures & Communication skills – so that the office work may be executed smoothly with responsibility at various levels.
  • Conduct Rules- to awaken the participants about Do’s & Don’ts for employees.
  • P&A Rules- Procedure for initiating disciplinary proceedings against a Govt. Employee in case of misconduct etc.
  • Financial Matters- e-salary, e-billing, HRMS, e-tendering System and purchase procedures.
  • Service Matters- General Conditions of Service, Maintenance of Service Book & personal file and other related issues including administrative matters.
  • Issues related to DDOs/ Officers – Duties and Responsibilities of DDOs with regard to Financial & Service Matters.
  • Duties of subordinate staff- for better understanding of functions & duties.
  • Right to Information Act- procedure and supply of information and upkeep of records.
  • Women Empowerment - for capacity building of female employees
  • Income Tax issues- deduction of tax at source and rebates admissible thereof related to govt. employees & DDOs
  • Behavioural Aspects – to bring attitudinal change amongst the employees etc.
