The Divisional Training Centre, Hisar is an integral part of Haryana Institute of Public Administration, Gurugram. It was established in 2007 at Hisar with the objective to impart training to Group C employees of Hisar, Bhiwani, Sirsa, Jind, Fatehabad and Charkhi Dadri (created in December, 2016) districts of Haryana in general and some specialised trainings to Group A & B Officers of state. The objective of the training centre is to develop the professional knowledge, skill and attitude of the employees of the State Government so as to make them familiar with the rules and regulations of Government for speedy and effective disposal of office work.
Divisional Training Centre, HIPA Hisar is located at Rajgarh Road, Azad Nagar, Hisar. It is in the close proximity of Mini Secretariat Hisar. The distance of DTC from main bus stand Hisar is about five kilometres and transportation facilities to reach the centre are easily available.
The DTC, Hisar is located in the building of Patwar Training School (PTS) which was transferred to HIPA with assets and liabilities in the year 2015 for maintenance and management. The compulsory one year training of newly recruited Patwaris of the State is also organises at DTC, Hisar
The campus is spread out into about three acres of land. Presently six dormitory rooms of hostel building on ground floor are occupied by Azad Nagar Police Station temporarily.
The core objective of the Centre is to improve the competencies of the employees of the Hisar Division with a view to enhance overall administrative efficacy in the State and its responsiveness to the needs of the public by organising training programmes of required duration. The other objectives are detailed below:
The Divisional Training Centre, Hisar is headed by the Principal. The Principal is appointed by deputation Deputy Secretaries/ Under Secretaries of the State from Haryana Civil Secretariat or Chief Accounts Officers of Treasury & Accounts Department Haryana or by contract appointment out of retired Officers of these categories. Principal looks after day to day activities of the Centre with the assistance of supporting staff of DTC, Hisar.
The Principal also works as faculty and takes sessions in training programmes. Subject specialists and management experts are invited as guest faculty in the training programmes organise by Divisional Training Centre, HIPA, Hisar from time to time
Sincere efforts have always been made to achieve the target set by the State Government for HIPA. 2702 Officers/officials of the State Government have been imparted training by this centre up to November, 2021 during the current financial year.
